Can we use OFS.BULK.MANAGER and OFS.CALL.BULK.MANAGER as API to process transactions?

If a transaction is triggering more than 1 overrides and when the relevant version has GTS.CONTROL as 2 in it and when this transaction is posted via OFS system shows only the first override and it puts the transaction to IHLD
